Headless server supports loading resource files containing persisted query definitions from the content of plugins.

By loading persisted queries from plugins rather than from within the Headless Server Docker image, the build, deployment and release management of the core application is decoupled from the development of persisted query resource files.

Loading persisted queries from plugins is optional. The deployment within the Headless Server App remains unchanged.

With CM11 the configuration prefix of 'caas-rest' was refactored to 'caas.rest' in order to meet standard naming conventions.
