Fix Potential Workflow Server Unresponsiveness Caused by CleanInTranslation Job

Fixed a bug in the CleanInTranslation scheduled background job of the Workflow Server that could render the server unresponsive when active translation workflows referenced large amounts of content. As a side effect, the Studio Server could also become unresponsive due to blocked Tomcat request threads waiting on the Workflow Server.
