Fixed Translation for "Cancel" Buttons

Added missing translation for "Cancel" buttons in some confirmation dialogs.

Fixed Timezone Refresh

Fixed issue where the timezone combo of DateTimePropertyFields would not update during tab-reuse. Note that the selected timezone may still not change between content tab switches when no date has been selected for it.
