Fixed a Bug in ParameterAppendingLinkTransformer

The CAE util class com.coremedia.objectserver.web.links.ParameterAppendingLinkTransformer did not respect anchor links in source URLs in all prior releases. It now ensures that parameters are only appended to the query part of a URI.
